Importing registry problem

I'm trying to import the user.dat portion of the registry manually by xcopying it from a backup directory into c:\windows. It overwrites c:\windows\user.dat fine, but when I check it using regedit, it does not contain the keys that I know are in the backup user.dat

I've made sure to set the correct file attributes are set (+s +r +h) after restoring, and I don't have regedit running while user.dat is copying.

For example, if I set a test key: HKCU\software\Microsoft\Windows\test, then xcopy user.dat to c:\backup. I then use regedit to delete the test key, then xcopy the user.dat back from c:\backup to c:\windows (I remove the system, read-only, hidden attributes of c:\windows\user.dat before running xcopy so that it will overwrite), then use regedit to check to see if my test key has been restored - IT HASN'T!?

I cannot use .reg files to import because it has to run in a script in windows.

It's a toughy, but can anyone explain why this won't work?
