Win98 install - loops with reboot

Upgrading old 1995 AST Bravo as HDD was getting flakey.

During Windows 98 UPG install to empty partition it goes into a reboot cycle after copying all files and trying to boot.
SAFE mode won't boot either.
BOOTLOG.TXT seems to indicate reboot occurs after IOS.SYS starts and before a success or failure message.


History:

1. Installed Promise PCI UltraATA/100 IDE  controller and new Quantum ATA/66 8GB Caviar HDD
2. Used old version of Partition Magic to format as 4 2GB partitions FAT16:
Primary - hidden (for possible later use)
Primary - (C) active
Secondary (D)
Secondary (E)

With old HDD and CDROM on internal IDE ports 1 and 2I used XCOPY32 to copy files to new HDD with the relevant switches but had various and increasing problems booting Win95 from new HDD and ended up with reports of corrupt registry (I suspected Norton AntiVirus and Disk Doctor might be to blame)

I removed old HDD and moved CDROM to IDE1 (master) but it didn't work there so I moved it to the Promise controller (where no real mode cdrom support).

I then used Adaptec AH1520B with my scsi cdrom to load Win98 over Win95 but ran into problems.

Then I wiped C: from Partition Magic and started Win98 install to the now empty partition and all appeared to go well until it started the reboot cycle.
I can get to MSDOS without problems.
The SCSI ISA adaptor is seen before the Promise one during boot but I don't think this is a problem.

Other kit: cpu is 233MMX (upgraded from Pentium100 previously). SIS cheapo PCI graphics card. About 96MB RAM.
