Consistent Kernel32.dll page fault

I have a consistent set of page faults in Kernel32.dll. The program I have the biggest problem with is Nero Burning ROM 5.0. The error occurs whenever I access an empty CD-R (use Nero's "CD-Info" pulldown) or attempt to burn a CD-R with Nero. Any normal CD-Rom or already burned CD-R or CD-RW does not give this error.

The error is always at I/O address 0177 and always occurs at the same points. The details that follow the 0177 are always the same as well. I have tried unsuccessfully on my own for the last month to solve the problem using every resource I can find (including some similar problems here). No matter what I've tried, the error is unchanged.

Errors began showing up after I upgraded from a Celeron 300A (running at 450mhz) to the PIII and added a Creative DVD drive and decoder card.

All drivers are current, ASPI layer is current, Bios rev is newest for mobo. Have moved PCI cards, changed drives from master to slave to single, etc. I even borrowed a different CDR-W.

I have also noticed infrequent page fault errors in other programs at more or less random intervals. They are sometimes in Kernel32.dll and sometimes in other modules, but again, they almost always seem to occur at I/O 0177.

According to Windows System information, I/O 0177 is being used by the secondary IDE controller.

I could write a novel length journal on all that I have tried, but I will leave it to you to ask for other important information.

Maxtor 20mb ATA/66 HPT366 primary master hd
WD 9.1 ATA/66 HPT366 primary slave hd
(Both hard drives are connected to the Highpoint HPT366 ATA/66 onboard chip IDE connectors)
Creative Labs DVD 12X drive (Secondary IDE master)
Creative Labs DXr3 decoder card.
HP CD-Writer 8100 (Secondary IDE slave)
Iomega 100 Parallel Zip drive
Lexmark Z51 USB printer
Visioneer 7600USB scanner
Logitech Mouse
Realtek Network card
Hitachi Cable modem

Please help. I'm standing at the window holding the PC trying to decide whether to jump or just throw the PC.
