win98se Mouse & Keyboard failure

I am running Win98se on a 700Mhz amd athlon and FIC sd-11 Motherboard. I have 100Mhz 128Mb sdram, Nvidia tnt2 w\ Detonator 3 driver,and a generic sound card.
OK the problem, Recently (less Than a week ago) My mouse has began acting erratic.
While Doing every day things like browsing the mouse will move itself instantaneously from where it was to the edge of the screen. (for those of you wondering it's a microsoft intellimouse). When I'm browsing and reading E-mail etc. that's all it does is just move but keep on working, But when I'm doing something like playing dark reign 2 it acts a lot different, after playing for a few minutes and small battles are taking place if I move the cursor to the lower left side of the screen the mouse and keyboard freeze but the game continues to play. The same happens when I play risk 2 Except there it just freezes anywhere.
For those of you who are wondering after the problem initially started I ran norton sys check, defragged, uninstalled everything that was uneeded, cleaned the Registry, and then I did a low level reformat of the hard drive and reistalled everything.

Please help!!!!!!!!!!!!!!!!!!!!!!!
