Windows 98 cant find my modem

Recently I installed an internal modem from a Compaq computer into another computer with no success, Windows 98 just cant find it. When looking in the "System" properties I cannot find any conflicts or other errors, but when I try to use the modem in order to access internet it gives two kinds of errors randomly. They are something like this: "The modem does not respond, make sure its turned on and try again" and "The dialed-up computer broke the connection".

I have tried to change slot in the computer but the modem wont work in either of them. Ive also tried a number of different drivers but they do no difference. Unfortunaly, since its not my computer and the papers with it are gone, I dont know the name of the modem (but Compaq's homepage suggests that is might be some sort of PC-Tel Modem). I have also gone through the Windows Help Guide for modems. Running the diagnostics for modems will generate an error stating "A modem could not be found".

What can be wrong? Why cant windows find this modem?
