You can run setup from a DOS prompt.

If you have a bootdisk, use it a load the CD drivers.  Insert your Setup disk in the CD and just run the setup.exe file.

If you don't have a bootdisk, you can get the proper one AND detailed instructions for installing Win here:

If you can get into safe mode, you may be able to get your machine running again without re-installing, although if you have had several "issues", re-installation is usually a nice house cleaner.

did you have windows running before?
If so, boot to safe mode, and go to start-->run and type msconfig
go to the startup tab, and uncheck all but systray and explorer, reboot
also while in safe mode, go to device manager, and see if there are any conflicts (yellow marks) if so remove them and reboot. What has changed? did you install any new programs or hardware?

Before you run setup, I would check device manager while in safe mode to see if conflicts exists.

If your BIOS supports it see if the CD you have is bootable and if it is then you can run settup directly from the CD.

How soon everyone forgets: If it's been lss than 5 days

One of the best things about 98, is that it keeps a backup of the registry for the past 5 days, or more with ini file editting. Re-loading the system will not fix registry errors.

Try hitting F8 on startup, choose command prompt only. At the c: prompt, type:
cd\windows\command
then type:
scanreg /restore
and choose a date prior to the problem.

If you have to re-install Windows 98 here's the sequence of events I recommend you take ...

When first turn computer on enter the BIOS 'SETUP'

Generally you have to press 'Delete' to do this
However if it this doesn't work you will be told what you have to press when the computer initially comes on
Once you have entered the 'Setup' find where you are told about the 'BOOT SEQUENCE'

Make the Default or First Device to boot as the CD-Rom

When you have done this 'Exit' and 'Save the Changes'

When you have completed the above tasks restart the computer

Insert the W98 CD into the drive

When the computer boots up a menu will appear

Select to 'Boot from the CD-Rom'

Then select  'Boot the Computer With CD-Rom Support'

When 'A:\' appears type 'format c:'
Answer 'Yes' that you do want to format the HDD

When you have finished formatting the HDD and see 'A:\' again type 'D:'

Then type 'setup'
Follow the instructions given to you from then on.
