Win98 hangs

I have a Dell Inspiron 7500 w/Win 98, Second Edition, which has been updated with all critical updates & all updates which reference disk access in any way.

I have been having an ongoing problem with system hang-ups requiring a hardware reset to unlock. I tried installing a factory supplied Win ME to upgrade past the problem, but the machine developed so many problems that I was forced to use my cloned drive to restore the system to the pre-upgrade configuration. Norton System Doctor does not find any problems other than invalid shortcuts & some active-x issues whenever it is run.

The system can run fine for several hours or lock up after only a few minutes. I have observed that there is always a small noise, like a disk access right before lock up.

Hardware is Intel 750 Mhz processor, 256 mb RAM, Twin 30 gb hard drives (1 clone, removed).
