Cannot access MS Backup utility or Compaq System Save

When I go to open MS Backup I get the message C:Program Files\accessories\backup\msbackup.exe    The next line says:  A device attatched to the system is not functioning.  When I click on the OK to make the box go away there is another box just under it that says:  Error starting program       The next line says:  The MSVCIRT.DLL file is linked to missing export MSVCRT.DLL:??_U@YAPAXI@Z       This is a Compaq computer and I can't get into my system save/system restore backup either.  I looked in the device manager and there was no indication of any device or system there not functioning.  I used Dr. Watson and he could not find anything unusual, and I clicked on his icon just after I clicked the first boxes OK, and while the second (underneath) boxes message was still being displayed.  I had just closed all background programs in msconfg to install an encyclopedia Britannica, which went succesfully, and then turned them back on again. Discovered the problem a few hours later by accident.

Did you try to reinstall/repair the backup sw yet?

I've tried pasting the missing file into the backup folder where its application file is but it just ignored it and gave me the same message.  I'm not sure of the procedure for reinstalling the backup programs, or how to go about it.

And in any case, the problem seems to be primarily that there is a device attached to the system that is not functioning, and that if I were to find out what it is or how to get it turned on again, that that would be key somehow in solving the problem, and necessary to actually get it solved.  Does that sound correct?

That page hits it right on the nose, maybe it will solve the problem I certainly will do what it says, but am I right in wondering what this other device is that is not functioning?  Also you might find it interesting that the problem appeared after I installed service patch update for it.
