How can I get personal web server to function on the internet via a machine I have set up on a small network (via a router)?

I have two machines. One is a Dell Dimension xps running windows xp. The other is an old gateway pentium 266 running windows 98. Both machines are networked together using a router. I use adelphia power link cable internet that first runs into an external modem and from there into my linksys router. The xp machine was set up first and then the windows 98 machine second. I installed pws on the windows 98 machine and I created a sample index file to get started. I can view this index file over the network (by pointing at that 98 machine's ip address - I obtained the ip doing winipcfg via start|run) using my xp machine. No one on the internet can view this html file. Given the reading I've done, I pretty much expected this. So the question now is... how do I make it viewable to people on the internet? I had read somewhere that it has something to do with ip addressing and the dhcp getting turned off???? hmmm...

I know that adelphia blocks port 80 but I've also read that you can rederict potential site browsers to other ports. I feel pretty confident that what I want to do is possible, but i'm not sure how to make this happen. What do I do now? I've read some posts about this subject and people tend to think this is a rather insecure way of running a website. Does the firewall on my router not keep me safe? what more should I be thinking about to increase security?
