  • The Zone Rank of the Expert Providing the Solution
  • The Number of Author and Expert Comments
  • The Number of Experts Contributing
  • The Feedback of the Community

Your Input Matters
Because of the way the system is set up, the most important variable in this equation is you. Blank Desktop, No Task Bar, No Icons, Can't bootup even in Safe Mode

I have Windows 98 when I when it try to start it the Dell Inspiron startup screen comes up the Windows sound plays and looks normal but then it just goes to a desktop with no icons or taskbar.  The taskbar actually flashes for a nano-second and then disappears forever!

I've tried the c:/scanreg restore. It restores but still won't load any of my programs. I've removed memory card, put them back in, still won't load. I've tried opening in safe mode and it still won't work. I have nothing but a blue/green screen.

I phoned Dell, they were zero help (big surprise!) their suggestion was to reformat hard drive and reinstall windows. I can't! I have all my important business files and haven't made a backup since June! (stupid!!)  

When the screen boots and I click Ctrl/Alt/Delete there are NO programs listed there at all.  It seems like none of my programs are loading so it can't be that just one of them is corrupt.  I'm at my wits end and don't want to pay 2000+ for data recovery but I desperately need my files.  Is there a way to fix this problem? Please say yes!  I have read in the knowledge base that this has happened to many other people and they've seem to fix the problem through Safe Mode, I can't get into Safe Mode so none of the solutions will work for me.  Please please say you can help!
