Desktop Toolbars and icons postions within can no longer be moved and saved.

Desktop Toolbars and icons postions within can no longer be moved and saved.
I have about 8 floating toolbars on my desktop represented 8 different folders
of shortcuts.

I simply am trying to rearrange the icons in the toolbar but can't. They seem to
default to alphabetical order. And if I move the postion of the toolbars they
also default to thier original positons that I set them at years ago when I first set them up.

WIndows used to save the toolbars in any postion on the screeen.
Why would it stop doing this. And why can't I rearrange the icons in the toolbars anymore. Does this have something to do with windows limitation of folder option changes? 400 changes and no more.

Anyone have an idea?

I do not want to have to reinstall windows again.
