I can boot only in the safe mode which does not allow me to connect to the internet.I have already run the scanreg /restore,but to no avail.
I also do not have the Win 98 CD for this laptop.

I am having trouble booting my Toshiba 2180 CDT laptop with OS Win98.
I had the system on and connected to the internet (high speed DSL). When I returned to it a few minutes later, the system was off.No messages or anything,it was simply off.I pressed the power button 3 times,nothing happened.When I pressed the power button for the 4th time,the system rebooted.It gave the message:"since windows was not shut down properly..." it ran the scandisk but after completion,nothing happened.I powered off and then repeated.This time,after the scandisk,the screen turned whitish and slowly a purple color appeared on the top right of the screen and in some spots.
I powered off and ran scanreg /restore, it successfully restored and then I rebooted, but still had the same problem.This time however, a very hazy and very pale Windows logo appeared for a brief period, then disappeared making way for the purple-white color of the screen.
Now when I power up , the system goes directly to the menu with the options:safe mode, command prompt, etc.
I chose safe mode and it successfully loaded in the safe mode.I can also access DOS.
Now,I am at a loss what to do next to restore the system to its normal way.
Please help.

You should try running the Toshiba Recovery CDs set on the notebook. You would have got these CDs with the notebook, using CD1 and restarting the notebook and pressing CTRL + C on the keyboard when it powers on for the first time. Getting a purlple screen on a notebook is not good, it may also indicate a problem with the distribution of heat from the heat spread and the components inside may be over heating as result. I have never heard of bad sectors or windows problems causing the screen to go purple in some areas. The more you fiddle around with windows - you may be doing damage to the unit. Running the recovery will fail if it finds a problem in the unit. The reason it done scandisk when it powered off itself was Windows was not shut down correctly and this is normal. The hard disk drive may have had bad sectors already, all hard disks have bad sectors to a certain degree before giving problems. You are giving to much emphasis to bad sectors and not thinking that your processor or system board components are overheating and thats why the unit shut down in the first place
I discovered where the problem is.It is the USB connection of the DSL that is the root cause.
When I disconnected the USB cable of the DSL from the USB port of the system,the notebook boots perfectly well .I rebooted twice this way.
Then I shut down, connected the USB cable, and pressed the power button.The screen turned purple and the above problem repeated.
I disconnected the USB and rebooted successfully. With the system running,I connected the USB and tried to connect to the internet.It gave the message:"Initializing the DSL Modem" and then gave the message: "Unable to determine if the access concentrator is available".
Now, I dont understand what this problem is and where it lies.Is it in my system?
During one of your reboots, some files got corrupted. You may want to reinstall your driver for the USB. Go to Device Manager and open up the Universal Serial Bus controllers. Reboot and let Windows reinstall it.
If no joy, check if your DSL modem is bad. Check for loose connections. Ask your DSL for a replacement modem.

I have sorted out the problem.
It was as simple as, switching off and on the DSL modem a couple of times and then reboot.
Everything is working fine now.

Check the files for errors. Select Start > Run and type SFC
Check the registry for errors. Select Start > Run and type scanreg /restore
Run scandisk in thorough mode. This may take awhile.
Perform a Defrag.
Run an online RAM test www.simmtester.com.
Reinstall Windows over itself. You will not lose data, even though you should always back up your data.
Boot up with the Windows CD. If the CD is not bootable, bootup with a startup disk and type setup or E:\setup , where E is the CD-ROM drive.
