Don't you know anybody with an Office 2000 Premium CD? If you have a licence, than you can legitimately use any CD you have acquired or borrowed. It's the licence that you own, not the CD. The licence becomes effective when you install the product and, if it is the same version, then there's no problem, especially where it is an application no longer being sold as new.
The data1.msi file on the CD is only 2.28 MB in size, and only really contains the instructions for the setup. It will still require the files on the CD, and if the CD is damaged, then even if you acquire the file you might end up with a half-baked installation with missing files that won't uninstall or repair properly if it ends up totally disfunctional.
If the CD is damaged to that extent, then why not try some of the tips for restoring damaged CD's eg. toothpaste!!! Yes, toothpaste. It worked for me once with an office 97 CD (legit one):

Of course, there is a risk of totally wrecking the cd, so perhaps you should attempt to copy ALL files (including hidden ones) into a folder on your hard drive and then burn to a CD for safekeeping before trying this.
A friend of mine had a PhotoShop CD (a copy :-) which got a deep scratch on the "label" side where the reflective layer seemed to be cut into. He painted on a small blob of that silver conductive compound used for repairing circuit-board tracks or shielding cavities, and this allowed him to create a good copy. Too much of it could cause the CD to run off-balance and, at 52x, it could fracture - so be careful.
Have you tried washing the CD very gently under running luke-warm water using household washing up liquid. Good for removing greasy deposits, but it won't copy data.msi onto it :-) Pat dry on non-fluffy kitchen roll paper.
You MAY be able to create a good copy using a bit-for-bit CD Copy application like CloneCD. Sometimes the software will be able to read the data.

No you can not get the .MSI file anywhere legal without buying it, or at least we can not tell you where!
Is the O2K-P CD a upgrade or full install? And witch .MSI does it ask for? The OS or old Office MSI?
