The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

  • The Grade of the Solution
  • The Zone Rank of the Expert Providing the Solution
  • The Number of Author and Expert Comments
  • The Number of Experts Contributing
  • The Feedback of the Community

Your Input Matters
Because of the way the system is set up, the most important variable in this equation is you. As a member of Experts Exchange, you are able to cast your vote on the quality of the solutions in regard to how complete, accurate, helpful and easy to understand each solution is. When you provide your feedback, each rating is adjusted accordingly. So, if you see a solution that has a poor rating that you think is a good solution, let us know by rating it. System pauses for 30 secs when opening a new application

Hi. First newbie question, but 450 points on offer.

My windows 98 SE system pauses for 30 seconds when opening a new application, and sometimes, even a folder like my documents.
After the pause it will then open folders at normal speeds, until the process hasn't been used for a while, after which it will initially hang.

For example, I open Outlook, press send recieve, goes quickly to retrieving mail for a couple of seconds, then all local disc activity stops, pauses for almost exactly 30 secs, then hard drives whirr again, email begins downloading or sending. Do this again within a few minutes, and the process completes at normal speeds.

I've defragged the discs, and repaired/restored Win 98. I've reduced the startup files to a minimum. System.ini and win.ini are disabled at startup in msconfig.

Epson status monitor
Avgserv9.exe
AVG_CC32.exe

KodakCCS
EnsoniqMixer

Other processes running are:
Msgsrv32.exe
Spool32.exe
Mprexe.exe
Explorer.exe
Starter.exe

System registry has been cleaned, Adaware, Spybot, AVG etc.
System will sometimes hang on shutdown, black screen, curser flicking: but control-alt-delete, alt-s seems to shutdown OK.

Any ideas, or next step suggestions?
I'd junk the OS and install 2000, if my video card (Rage Fury Maxx) was supported, but worry that the system may end up slower than ever :-)

System is an Asus CUV4X, Celeron 400MHz processor, 352Mb SDram, hard drives filling up, but 400mB plus free.
