Windows 98 Will not Shutdown properly

I have windows 98 second edition.

Whenever I shut down the computer, I would see the windows 98 picture and it would hang. When I
turn the switch off and then turn it back on, sometime it would run scandisk automatically and other time it won 't. This can be annoying when scandisk is run.

I then disable the fast shutdown feature. When I did a shutdown, the computer would exit out of the OS, then reboot instead of turn itself off. This is far better than the situation above.

However, I still would like it to turn off when I do a shutdown.
