Freezes with Windows 98 while browsing with Internet Explorer

Will get version numbers and everything in a following post, but wanted to throw the idea out for any possible thoughts.

Father is running Windows 98SE on a 600mhz Duron with 384MB SDRAM (1 x256, 1 x128)

System has been fine mostly over the years, and was running fine up until just a short while ago.
Around 2-3 weeks ago, he has started to have full freezes, where the processor seems to be at 99-100%, though I can not check like on a Windows 2000 system.

CTRL ALT DEL takes around 5-15 sec to reboot the computer(for the signal to get through).
The first few times, I did the normal things, defragment, scandisk, use HijackThis to check for spyware/viruses.... use Norton to check for Viruses.

Seems clear.
Whatever it is vanishes after reboot..
I checked for heat, but the CPU is running around 105 F during normal operation, as low as 95 F
The only other thing I can think of is a software conflict of some kind or a plug in thats messing up, or that Win98 isnt giving memory back... or a buggy program is taking all of the CPU.

However, the time is random.
He can run for 4 days fine, then have it hit
Or he can run for 30min and have it hit.
A reboot always clears it, and to me, that would be fine, but it severely upsets him, and hes getting tired of it.

Doesnt seem to have any new plug ins, and I hadnt applied any new windows updates.... so im not sure where any new software coudl have come from.

It has run fine and never had freezing errors, though its had its share of crashes(blue screens) at times.
This freezing, or... 100% processor usage though... I cant put my finger on.
The screen goes completely still, and wont respond to the mouse, and has very delayed response to keystrokes.... beyond normal spyware or virus lag that Ive seen.
