I have a 6 year-old Dell Desktop w/ Window 98 SE.
Recently, after booting and the desktop coming up, the desktop goes white. The computer hangs. Ctl-Alt-Del brings up task manager with "Explorer (not responding)". End task frees things up temporarily - desktop returns to normal status. But any task that would use Explorer, such as clicking on any desktop icon (folder or program) gets no response at all, except once again, explorer is not responding. If I click on "Start", the visual button goes down, but it sticks there and nothing happens (except Ctl-Alt-Del reveals Explorer not responding)
I can, however, launch programs that are in the quick launch bar. And use them effectively. Though I may have to open Task Manager and end Explorer when things freeze up. Internet Explorer (which is on Quick Launch bar) works normally, by the way.
If I start computer in Safe Mode, everything works normally and I do not have the same problem.
I have (using StartUp Cop) disabled all programs at startup. This did not help.
I have run check disk and I have defragmented the hard drive. These did not eliminate the problem.
I cannot run Anitvirus or reinstall Spysweeper, because I can't run these programs in normal mode (they are not on the QuickLaunch bar), and Norton Antivirus won't run in Safe Mode. Though I can access download sites on the Internet, I cannot effectively install and run programs because Explorer doesn't work.
I am willing, actually, to back up my data files and delete and resinstall Windows. However, I cannot back up my data files because in Normal Mode, I can't access any files to copy them to flash memory or other backup. In Safe Mode, all hardware, including USB and other drives, is not working.
I would like either
A) Directions as to how to correct the problem and get things running
OR
B) Advice as to how to backup/copy data currently on my hard drive so that I can reinstall Windows (which I am assuming will correct the problem).

(by the way, Google Search for "Windows Explorer Not Responding Windows 98" did turn up a couple of discussions of this problem, but only one person succeeded in fixing it - and that was in England through a number of unclear interventions)
