outlook express new mail message window fails to open correctly

Outlook Express new mail message window fails to open correctly.
Basically when I click on the create mail 'tool' a new window opens but it is totally transparent. Instead of seeing a fresh white page I can see whatever is in my inbox. I cannot type anything on the page unless I maximize it, then I get my white page & can add text to it.
Does anyone know what is causing this problem. It seems to come & go as the last time it happened I was about to ask for help but it fixed itself?
