Creating Windows 98 installation floppies from CD

Sorry for this. The question's been asked but not in a way that I can use the solution.

Windows 98 comes in 2 installation formats: CD and floppy.  I've got the CD. I need floppies.

There has GOT to be a way to create a floppy disk set from the CD, but I can't find a makedisk utility that will help me do it.
