Windows 98 Shortcut Keys - Controlling Multiple Application Instances Versus Task-Switching

After assigning a shortcut key combination to an application (i.e. a Windows desktop shortcut such as CTRL-SHIFT-C assigned to the 'command prompt' application for example), I find that generally, using the shortcut will not create another instance of the application but will have the effect of switching to the initial instance.
