If you have an external hdd case ( or use a 2.5" to 3.5" IDE adaptor cable) you can install XP on it and then put it back in your laptop.

for installing windows 98 it is much easier :
remove your disk drive from the laptop
connect it to a working windows 98 pc as slave
make the drive bootable, by selecting it and format it, then issue the command X:\sys (X: is the drive letter)
then copy the win98 cd to it, and locate the setup file
reconnect to your laptop, bootit, and navigate to the directory that contains the setup file

in the BIOS of the laptop, you may need to enable 'Legacy' USB support, to allow USB peripherals to work at BIOS level, when the system is powered up. You also have to set the Boot Sequence on the system, to look at any USB Optical device first, then other USB connections, and then finally Hard Disk option, which it will default to if it finds no attached optical drive or memory stick. Usually you then save the settings and reboot (F10).
if done successfully, you should then be able to boot from your external optical drive, or follow Nobus's option to copy the i386 folder from the Win98 CD to the laptop drive from another system, then run the setup from there (once you fit the drive back in the laptop).
