You list Windows 98 and WIndows XP. Which one are you using ?
Are the C: and D: on the same hard disk or seperate hard disks ?
Are they both hard disks ? or is D: something else like USB or a CDRom ?
First step. Disable the anti virus software for a few minutes to test it. Try again.
Second step. Try a different way. If you use the keyboard (Ctrl X/C/V) then use the mouse and right click or use the menu 'edit / cut' etc.
Check neither disk is full.
Check both disks are writeable by creating a little text file on each.
