If a file is in use at the time the system will not allow you to delete those files. Most installation of programs will use the temp folder while they are installing that's why you may see files with extensions other then tmp. Not sure why the TWAIN.log file is there but generally speaking you can delete all the files in the temp folder.

Well you can delete the files in the temp folder. They are temporary files generaly created by programs that have no use once the application closes. Most programs will clean up after themselves but some don't.
