Read this
"Enter BIOS and change the setting "PnP OS Installed" to "NO" and restart the computer and see if the problem goes away.
Additionally, if you have older ISA cards plugged in the motherboard, you should set the IRQ number to "ISA/Legacy" in the corresponding IRQ item of the PnP section in the BIOS so the IRQ is not automatically used by either the motherboard or the operating system. For example if you have an older sound card using IRQ 5, you should make the entry for IRQ 5 in the BIOS PnP section to "ISA/Legacy" instead of Auto or PCI."

This would be the symptom of a resource conflict with some existent hardware in the PC. Thor-2-ISA is not plug-and-play cabable. We would suggest to install the driver using a different memory window offset (the default is 0xd0000). We suggest to try a memory window offset at the following locations: 0xc8000, 0xd4000, 0xd8000, 0xdc000. If this does not help it might be the IO window offset which is conflicting (the default is 0x290).
Other suggested areas would be 0x310 or 0x350. If the driver still does not allow the PC to boot properly, then it might be the direct IO base address that is conflicting. The default is 0x280. This
address is set by a dip-switch (SW4) on the board. The Thor-2-ISA User's Guide provides detailed information on the different setting for the SW4 dip-switch.
I have read something about a voltage level error which may apply but im not sure!
Try resetting the bios defaults and see whether that is any help!
