Are there any settings in Windows 2003 or 2008 Server that could prevent an Task Scheduled upload to an FTP site?

I have checked and rechecked and verified that the code should be valid and workable. I have uploaded the existing file with Filezilla and it has worked to the FTP site manually. Yet at every turn I get stopped with the automatic part of Task Scheduler and the Manual "Run" in Task Scheduler. It refuses to work. I have tried running the batch file with Command prompts and it will show no results.
Can anyone help me identify the problem or even point me in a direction that I may look at the Windows 2008 Server where this command might be blocked from access to uploading an FTP with task scheduler? So far we an sever EE members have been stumped ! Any help is greatly appreciated.
