NT and win95 Dual boot/win98?

I am trying to setup NT and win95 dual boot system. I have installed NT first, then booted to a floppy (dos), then installed win95. I then modified the boot.ini to show windows95 in the flex loader. When I select windows 95 it never boots up. This would be the second reboot during the win95 installation after copying the files over. The screen goes black, cursor top left and the HDD running continuosly. What else does Windows 95 need to boot?
