Windows NT Passwords

I would like to enforce a stronger password policy around the company. Currently, we have it set to minimum 6 chars, and passwords expire after 45 days.

Currently when passwords expire, people change their password, although from a security standpoint, it is not good enough (if their old password is monday, they would set their new password to monday1, etc)

Is there a way to prevent people from doing this (ie a 3rd party tool).

Any help would be appreciated.
