SHELL WINDOWS INTERFACE IS NOT AVAILABLE

EVERY TIME I START MY COMPUTER, A MESSAGE BOX POPS UP STATING, "SHELL WINDOWS INTERFACE IS NOT AVAILABLE".
IT DOES NOT DISAPPEAR UNTIL I CLICK ON THE "OK".
I AM FINDING IT VIRTUALLY IMPOSSIBLE TO OPEN ONE OF MY MAIL ACCOUNTS.
COULD SOMEONE PLEASE TELL ME WHAT I NEED TO DO?
