I don't have the boot disks.
How can I boot it up and get the ntvdm replaced?

As your boot partition is NTFS you might want to take a look at BartPE from http://www.nu2.nu/pebuilde
The last time I was supporting NT4 I used NTFSforDOS which I think was a download from Sysinternals. However it seems since Sysinternals was purchased by Microsoft this is no longer available for download. It might be worth a trawl through say a google search to see if you can locate a copy. You will need the professional version however.
