migrate from NT 4.0 domain to Active Directory Windows server 2003

We are going to migrate a domain from nt4.0 to Active Directory using Windows server2003 as the new DC.  We building a new server not upgrading on the NT 4.0 machine because it does not have the specs for 2003.

My questions is about the migration procedure.  SHould I create a totally new domain on the new server and then join it to the network and use the migration tool to move all the accounts to the new AD domain?  Or should I ad the new server to the existing domain, run forest prep and domain prep and then promote it to a DC and then do the migration with the migration tool?

The network has two other servers; a file server which is already running Windows 2003 server and a NAS server.  please let me know what you think.
