Windows NT4:  Network Adapter not showing in TCP/IP Protocol Properties Dialog

On Windows NT 4.0:  We have 3 NIC cards.  We are currently using 2 of the cards.  The 3rd adapter does not  yet have an IP address assigned.    When I look in Control Panel- Network-Adapters,  I can see all 3 adapters.  I want to use the 3rd adapter card.  I want to assign an IP address to it.  But when I go into Control Panel - Network- Protocols -TC/IP Protocols - Properties,  only 2 of the 3 adapters show up.  The adapter which I want to assign an IP address to is not in the drop-down list of adapters.

Does anyone know how to add this adapter to the list?  Or how to assign an IP address to it, other than using the TCP/IP Properties Dialog?

We hooked a line up to the adapter card, and can see that there is activity on the adapter when looking at  the Network-Adapters-Properties dialog. So it appears that the adapter is on-line and active. However, it just does not show up in the TCP/IP Properties dialog.

I'll appreciate your help.
