Can not Delete _vti_cnf folders

Hi !
I Have no of folders each for a student in my E Drive. these folder contains so many _vti_cnf folder in it.
These folder has Administrator added in permission with full access. I am logging on to the server with Administrator login but unable to delete any folder containing _vti_cnf folder or folders.
It gives the message as under

Can not delete _vti_cnf : Access is denied. Make sure the disk is not fill or write protected and that the file is not currently in use.

actually the disk & the partition has plenty of space available & not a sungle application is running on the server.

Kindly suggest me the way how can I delete this folder ?
