What you can do is create a Domain\NetworkService account then set this account to run with the software which you do when you have a DC needing local accounts.

I am told that I need to run the service as the NT AUTHORITY\NetworkService which is a local user account but it is not available since this is a DC? Is there a way to bring that account back?

"Network Service" is a special account that does not appear in the usual object picker dialog. It exists on all W2k3 machines, whether DC or not.
Just have a close look at the services on your DC. A whole lot of them are running under the "Network Service" account, for example the Distributed Transaction Coordinator.
Just open the properties of your service, go to the "Logon" tab, choose the "This account" radio button, and enter "Network Service" as user; leave the password free.
