The last link above [to a "... driver of an unknown author ..."] links to two different FAT32 drivers ... one of which is the SAME SysInternals FAT32 driver as the earlier link :-) I don't know if the other driver (FastFAT) is read only or read/write ... I did download it and confirm that it's virus free, but haven't tried it on an NT system [I may do so a bit later].
When SysInternals was purchased by Microsoft, they removed the commercial read/write version of FAT32 from the market [This version of the driver allowed both read and write access]. But the free version (which is strictly read-only), is still available for download at several sites -- including both of the links above.
From your question it seems like that's all you need ... so I'd just download and install it on your NT system.
You didn't ask about the reverse process -- i.e. the Windows 98 system "seeing" the files on your NT system -- but it's just as easy. You can install this free NTFS read-only driver in Windows 98 and then it can access the files in your NT partition: http://www.diskinternals.c
