How do I make my networked applications running in this computer to work again?

We have a PC running Windows NT 4 Workstation. The PC is located behind an IPS device (Intrusion Protection System). This machine was DHCP enabled. After a reboot, the machine did not get an ip from the dhcp server and the Wuser32.exe process dissappeared, and cannot get it to restart neither from Control Panel-Services nor using net start wuser32. The machine was put back in the net by applying a fixed ip and creating an Active record in Active Directory but, even though it is now visible and can ping other devices and computers, my networked tcp/ip applications running there are not functioning anymore. TCP/IP was uninstalled and re-installed using the NT 4 CD, but this did not work. Is there a fix not requiring re-installation of everything (OS and application)?
