If this is a wireless card, ipconfig /renew will not work if the "media is disconnected" - i.e. you are not already connected to the network.
If so - delete your wireless profile from Preferred Networks (R-click your Wireless Connection in Network Connections, select View Available Wireless Networks, click on Advanced Settings) click Apply, then click the Add button - and put your settings back in - click OK.
Sorry to all who posted answers. Thank you for your responses. I tried to recall my answer acceptance but couldn't. You do need more informaiton.
Here is the background to the problem - I have wireless internet service to my home and an Ethernet router supplied by my wireless provider. I set up a wired ethernet connection to my main Dell computer from the router. Had one Dell desktop computer which I wanted to make wireless (was never hooked up to this router or wireless service) and bought a new HP laptor with wireless capability. Attached a Linksys WAP-54G Wireless G Access Point to the router, used the Linksys software to boot the wireless connection and the laptop wireless connection worked immediately with good reception throughout my house.
So, I bought a Linksys Compact Wireless G USB Network Adapter with speedbooster for the other desktop Dell. Unfortunately, I thought I needed another access point to run the Laptop and desktop at the same time - and a newcomer at BestBuy told me the same. So I bought a second Linksys Access Point (Same type), installed it. Installed the USB Wireless Adapter and the Linksys setup software and the then the Desktop worked perfectly (with the newer -second installed - access point).
THAT is when the wireless connection to laptop stopped working. I have no problem with the laptop if it is hard wired to the router. When not hard wired to the router - the laptop ackowledged that both of the the wireless networks were available. However, it would never connect to eithr wireless point. When I tried to get XP to renew the IP address it basically just sat there and cycled. The IP address was never renewed so I assumed that is why the wireless connection never linked up, even though the laptop acknowledged the wireless networks were available.
I later found out that the fellow at Bestbuy had given me bad information and I didn't need two access points for just two computers. So I have removed the original access point which was first used to connect the laptop. Again, the laptop acknowleges the remaining wireless network is available. It just won't connect, whether I am adjacent to the access point or in another room. The desktop continues to connect connects perfectly without a problem.
I did try to repair it by diconnecting the router - left it off line for 8 hours and reconnected. With the same results. So, I am reaching our for yor help. At this point I'm completely lost.

Are you using a home network router?
How are you getting your IP address?
Could be that the ip stack is corrupt...
Click Start->Run->CMD /C netsh int ip reset c:\IP.txt <Enter>
That should reset the tcp/ip stack - you may need to reboot afterwards.
