Windows Vista not saving my domain user settings

I recently got a new desktop computer from Dell running Windows Vista Business Edition. I added the pc to my local domian here at work, and rebooted the system. I logged into the system on the domain using my user name and password for the domain. I then created a new folder on the desktop, and change the wallpaper. I then log off, and on again, and it acts like I never signed on. No folder on the destkop that a just created, and the wallpaper has changed to the orginal Vista default. It acts like I never signed on before. I tried the same thing, and it did it again. I un-installed the OS, and did a fresh install, and the same thing occurs. I then contacted Dell and they have no clue. I am thinking that this has something to do with the domain, and maybe a Group Policy. I am using the default Group Policies.....

Any suggestions would be helpful.......
