I cannot find any reference to its removal anywhere

This can be disabled by group policy. I don't know if it's possible to uninstall it entirely.

1. Winkey + R (brings up run dialog)
2. type "gpedit.msc" (without quotes)
3. In the left pane, open "user configuration > Administrative templates > Windows Components > Windows Explorer"
4. In the right pane, Double-click "Remove CD Burning Features"
5. Select Enabled
6. Click OK, then close the window
This should do what you are looking for.
