Per question:
1. How do you change or set the destination location when you save a download using Windows Vista?
Said in my previous msg.
2. How do you change or set the destination location when you save a download using Windows XP?
Same procedure.
3. How do you change or set the destination location when you use Internet Explorer and decide to use the "Save As" option (where you're saving the webpage)? The destination location for saving regarding all these questions is my desktop.
Same procedure too, the only change is when you download a picture (default download directory for pictures are "My Pictures" folder, Tweakui can change it).
4. Are these changes to the destiantion locations permanent until I change them again? Please answer my questions
They are not permanent, but you can right click the "Download directory" key in REGEDIT and deny some privileges (modify, etc) that changes will not produce errors, but maybe IE7 just read the default download directory once, so if you save your files to a new directory probably need to close and reopen IE to get back that path.

Both Vista and XP give you a download box when you are downloading a file or saving a web page; it defaults to your desktop, but there are options in the dialog to select another location. When you choose that, it will default to the new location until you change it again.
