Can't get windows update to work

I have been cleaning a clients computer.  Running Windows XP Pro.  He had everything, malware, spyware, and viruses.  I didnt want to wipe the drive and start over because of the number of programs I would have to install.  I did a repair install.  

Now the only thing that doesnt work is Windows update.  I dont get any error codes, not when I do it from the Windows update site, the Microsoft Update site, or when updating after the update files have already been downloaded.  Its trying to install the Windows installer 3.1.  

It just says:  Some updates could not be installed.  And, The following updates were not installed: Microsoft Windows Installer 3.1.

From the Microsoft link above, note that the latest version of Windows Update includes a file that was not available in the release version of Windows XP.
This file is named Wups2.dll.
Therefore, after the repair operation is complete, the registry entries that correspond to this file are missing.
   
It can be resolved by registering the Wups2.dll file.

Just got up after working too late last  night.  Will try these things immediately as I'm sick and tired of working on this computer.  By the way, it's an ACER TravelMate 42000.
