I have a single Windows NT 4.0 Backup Domain Controller running in a single Domain Windows 2003 Mixed mode environement. I'm ready to remove the Windows NT BDC, and I'd like to convert to a Windows 2003 Native environment. What are the procedures and recommendations? Meanwhile, I have two Windows 2003 DC's also.

Assuming you already moved any other services away from this machine, just shut it down and delete its computer object from the Domain Controllers OU in AD.
You can't demote an NT4 DC.
