Need advice performing System Recovery WITHOUT a Recovery CD???

If you can NOT get your hands on a Recovery CD, how is the most efficient way to perform this operation on a customers PC?  (assume the customer has no recovery, utility, or OS, etc CDs)  How would you proceed?  

Would I need to purchase copies of all the various versions of Windows out there??? And then update the drivers, etc manually after the OS install?
