Unable to create e-mail account for new AD User Added

This Network has four servers, one File Server that is the Domain Controller with the AD, One Exchange Server with Exchange Server 2003 running atop Windows Server 2K, One Proxy Server, and one Ant--Virus Server.  All Servers are running Windows Server 2K.

PROBLEM:

I added a new user an  AD Server running Windows Server2K.  The user shows up in the Domain and can log on from a client machine running XP.  However, when outlook 2003 tries to verify the user name on the exchange server a verification error occurs.  I checked the system manager and viewed the mail boxes and found the new user does not have a box that appears in the list of user mail boxes on the Exchange Server.

I have added many users before but I can't remember if there was a specific tab in the users properties in AD that had to be configured to add the exchange e-mail box.  If it is, I fear the controlling application was either corrupted or accidentally uninstalled.

Question 1: Where is the exchange e-mail box created when adding new users?

Question 2: What should I look for on the AD Server to verify that any accompaning exchange application that may be required is present and active?
