I have the scheduked task set up to run "C:\app.exe" - and I want to add the argument.
I have looked at some of the other scheduled tasks set up on my PC and they have some text after programme path, so I assume it is possible to send a value.

Simply open the properties for your scheduled task, get the program path and the complete path to the document, and make sure you put quotes around the paths. Something like this:
"C:\my documents\document.xls"
"C:\Program Files\Microsoft Office\OFFICE11\EXCEL.EXE"
