are you installing from a master CD, or do you have a proper admin installation already patched and configured, like an image to be dropped onto the system?? Surprised the clean-up utility didn't work, perhaps try CCleaner and see if it can clean up the registry (be careful and back up any changes). You should also have a error log in the Local Settings\Temp folder of the profile doing the install, that may give you a error code that we can follow/trace.
if you have removed Office completely, you will need to remove all the settings from the User Profiles, as well as the Program Files folder, and then clear out the registry keys. Admin rights are a given as a requirement.
all you should have needed to do, was go to Add/Remove programs, and then under Office 2007, click Change to modify the existing installation, and add Outlook to the installation, which would have then said that Outlook 2003 is detected and prompt you to upgrade it, and keep as many settings as possible. most upgrades to Office 2007 offer to remove any old versions, and maintain setting where possible, as long as the wizard guides you through.
any 3rd party add-ons may also cause some issues, as i hit some snags myself when we rolled out Office 2007 earlier this year, pay attention to the likes of these PDF creation tools, and Outlook add-ins.
After some thoughtful reflection on the help presented here, I decided my best course of action was to revert to a three week old boot drive image (all my data is stored on a seperate drive partition) and re-installed Office 2007. This is the second time I have been bitten by installing parts of Office 2003 with Office 2007. It won't happen to me again.
Thanks for the help. Although I didn't use the information to solve my problem, it was informative and helpful.
