You need to expect that this way with the start-up will not work after reset also. It depends on your device - OS image installed there. If you have a possiblity to change this image - this is the solution.

I want to create a saved RDP session that includes the server name and password and save it to the desktop so the user can double-click it to launch. I found that I can place the item on the desktop under \Windows, but when I do a cold boot, the icon is gone. Where do I place the icon so it remains on the desktop (or somehwere) even after a cold boot?

depending on the actual device, it might have intermal flash memory card, so just save it there.
some vendors perform additional customizations, ie they install their stuff after cold boot and give you the opportunity to to the same (ie Symbol and Intermec devices)
you could also try Autorun feature: http://blogs.msdn.com/marc
then look into Application folder in the device root directory. you will find there few folders with 'strange' names, like numerical ones - they're per processor family. Some of them contain regisrty and batch-like files, so you can store your files at the same place and add 'copy' instruction to one of the batch files.
