When I open up services.msc and double click any service the 'startup type'
in the General tab is greyed out so I can't change it from Automatic to
Manual or Disabled.

Do you have enough permission in the computer to start/stop services.
Stop the service which u need change the startup type and change the status
There are few services which you cannot change the startup type (Eventviewer/Some antivirus services and few of the windows services)

There are some scenarios where files required for the service is corrupted it will be grayed out.
Mostly it will be due to permission, what is the level of permission you have in the machine ?(admin/power user) which service you are trying to change the status type

I guess what u're using is Windows Vista. could you try opening the services mmc with elevated privileges.
What i mean is,
assuming you are logged in a user that has local admin privileges, go to Programs - administrative tools - right click on services - run as admi administrator
If this alos doesn't work, try creating a new user, make it a member of local admins group, then login with that user and attempt to change service startup type.
Try booting into safe mode/safe mode networking and try the same operation.
And please elaborate which service(s) you would want to change the startup type
It can be done through the registry as well
Find out the registry name of a particular service, like RpcSS for RPC Service, wuauserv for Windows Updates, etc
Navigate to the following registry key, and locate the sub-key with service name
HKEY_LOCAL_MACHINE\SYSTEM\
Value name "Start" is what the startup type is
2 for Auotmatic, 3 for manual and 4 for disabled
