Here is something that you can try. You would have to disassemble the laptop to find the CMOS battery and remove it for awhile. At this time, you would also need to have the power adapter disconnected and the main battery removed.
I know that this method works to reset the BIOS settings for some desktop computers, so I'm guessing that it may work on some laptops as well.

you can't
modern laptops keep it in a security chip - anti-theft
resetting the bios does not help;
you have to turn it in to toshiba, and show proof of ownership - then they can help
or replace the mobo !
