Error message: explorer.exe the server process could not be started because the configured identity is incorrect

My Windows 7 Prof machine started getting this message today when I try to open Explorer:

All apps that I use frequently such as MS Office 2010 (Outlook, Word, Excel),  Chrome, FireFox, Internet Explorer seem to work, it's just Windows Explorer that doesn't.

My taskbar changed colour (it's lighter than before) but my desktop is fine. I get an onscreen message from the system tray when I boot about a service not starting but did not write it down.

I took a look at the Event Viewer after a reboot, filtering to show only Critical & Errors. These are the results, with the log filters set to Filtered on Critical & Error

User Action

2. If the file still cannot be accessed and
      - It is on the network, your network administrator should verify that there is not a problem with the network and that the server can be contacted.
      - It is on a removable disk, for example, a floppy disk or CD-ROM, verify that the disk is fully inserted into the computer.
3. Check and repair the file system by running CHKDSK. To run CHKDSK, click Start, click Run, type CMD, and then click OK. At the command prompt, type CHKDSK /F, and then press ENTER.
4. If the problem persists, restore the file from a backup copy.
5. Determine whether other files on the same disk can be opened. If not, the disk might be damaged. If it is a hard disk, contact your administrator or computer hardware vendor for further assistance.

I should also have noted that:

It takes a very long time to boot now!
There is 11 GB free HDD space on the system drive (Temp & TMP relocated to a second HDD)

Another interesting observation: I used my laptop instead of my desktop for a while and let the desktop machine sit there at the Win 7 logon screen for quite some time ... and Windows Explorer works fine now! I still cannot open the Security Log though...

Re 2.a: I would have to speak to Dell about that, the machine is under until sometime in 2014.
