Print Spooler Won't Stay Running
We have 1 users running Windows 7 who all of the sudden cannot print because the print spooler won't run. We are distributing all printers through GPO and Print Management so no printers are local. I confirmed on the local machine that no files are in the system32/printers directory. RPC is running. No other users are having the same issue and all users have access to all printers.

Shot in the dark: Have you tried replacing the spoolsv.exe on that machine with a known good version?

Web tracker - your article is great except there are no local printers all printers managed from a print server most of your steps do not apply

Korbus - I determined that the print service stayed running if I was logged in as adminstrator - so I do not think anything is wrong with the spoolsv.exe based on this information let me know if you think it is still worth a try
